How Do I Restrict The Scope Of My Application?

I am a widow and will turn 62 this year. My husband passed away at age 58. I would like to take my own social security benefit this year at 62, it amounts to $7428 per year and then at my FRA of 66 take my widow's benefit which would be $31,980 per year. I do receive a pension from my husband's company so taking my small benefit early wouldn't be a hardship. What I have read is that I need to "restrict the scope of application" to do this but it is unclear where I would do this.

Are There Specific POMS Sections That Spell Out What Information SSA Must Provide?

My sister is doing some financial planning, and needs to know her divorced spousal benefit dollar amount---will SSA provide her that information? She has had no contact with ex-spouse for 10 or more years, and he has legally changed his name during that period. Are there specific POMS which spell out that SSA must provide her the benefit information---it seems SSA doesn't always seem to know their own responsibilities.

What Should I Do About The Large Unexplained Payment I Received?

My wife of 56 yrs died on Jan 13 of this year, she received about 500 mo. from SS. I received a form from SS to file for the $255.00 death allowance, I filled it out and returned it. On march 1 $25,178.00 was put in my checking account by social security and at the same time my son who lives 350 miles from me, and is on SS disability had $4,722.00 put in his checking account, also by Social Security. We don't know what happened to bring this on, we are totally confused.
