Why Are My Son's Survivor Benefits Counted As Income?

My son recieves survivors benefits fro ssi. Why do they include this as my income for eligibility for me to put my daughter in day care. I have to prove every year that the money is spent on my sons needs not my daughters Daycare

Well, your son's Social Security survivor benefits are his income, not yours or your daughter's. I don't know what kind of program you are referring to with regard to your daughter's daycare, but if they count your son's income, I assume it's counted as a part of your family income. That's just a guess, though.
