What is the different between railroad benefits and civil service

Well, those are 2 entirely different employers and each has their own retirement benefit programs. Both of the retirement programs are separate from Social Security, but they do interact with Social Security in some cases.

My expertise is limited to Social Security benefits, and I'm not an expert on either Railroad Retirement or Civil Service Retirement. Their respective websites are rrb.gov and opm.gov if you're interested in doing your own research.
