You might be able to file an appeal regarding the amount of your Medicare premiums, but you must normally file your appeal request within 60 days of the determination that you're seeking to appeal (https://www.ssa.gov/pubs/EN-05-10058.pdf). I don't know if you might meet any exceptions to the imposition of a premium penalty for late enrollment, but hardship isn't a valid exception. By the way, 'late enrollment' includes situations in which a person cancels Medicare coverage and later re-enrolls. There are some situations for which a penalty wouldn't be imposed, though, so you may want to discuss your options with Social Security (https://secure.ssa.gov/apps10/poms.nsf/lnx/0601001010).
