Will I Be Able To Collect The Full Amount Of Both PERS And Social Security?

I have 30 years of "substantial earnings" in private industry and paid into social security. I will be working until I am 70 which will be 24 years in the school district under PERS. Will I be able to collect both at the full amount ?

I don't know what you can get from PERS, but if you have at least 30 years of Social Security covered earnings that are considered 'substantial' based on the Windfall Elimination Provision (WEP) definition (https://www.ssa.gov/pubs/EN-05-10045.pdf), then you would be exempt from any WEP reduction of your Social Security benefit rate.
