Is there a reform to the windfall elimination in the works and, if so, would a person who is subject to the elimination because they work for a government agency going to come out better or worst than the way it is now?

Congressman Sam Johnson from Texas has introduced a bill that would repeal the Windfall Elimination Provision, or WEP (https://www.ssa.gov/pubs/EN-05-10045.pdf), beginning with benefits payable January 1 2023. As written, this bill would do away with the reduction in Social Security benefits caused by receipt of a non-covered pension, so it would obviously be beneficial to that group of people. I wouldn't get too excited about the possibility of WEP being eliminated, however. Bills proposing to change or eliminate WEP have been presented in Congress virtually every year since 1983 when the WEP provision was passed into law, but such bills generally don't even make it out of committee. Representative Johnson's bill hasn't yet passed that stage yet either, so it has a long way to go.
