My son was under 18 when I retired. We were holding the social security money we received for him for a car or in the event he was ever able to go to a trade school or college (he is special needs) and we used our money for his expenses. When he turned 18 Social Security asked for any unspent funds back because our son could now receive the money directly (which he is unable to manage). We thought they were issuing a check right back to him for the $17.000 we returned and we were going to have him sign it back over to us. They never refunded the money and never responded to our letter requesting the money. We did have someone at the social security office calling for us but that never resulted in any action either. Dylan is now turning 21. Do we have any options to get the money back?

It sounds like Social Security should have reissued to your son the conserved funds that you returned, so I don't know what's causing the delay. If you can't get anyone at Social Security to work with you to resolve whatever the problem might be, you might want to try contacting the offices of your U.S. congressional representative or one of your U.S. senators to ask for help. When Social Security receives an inquiry from the office of a member of congress, the case in question generally receives expedited handling.
