Could I Avoid A WEP Reduction If I Move To Another State?

Hi there,
I am currently teaching in California. I have earned social security in the past. I am aware of the Windfall factor. My question is if I retire in California and move to Arizona could I receive my full security benefit that I am entitled to? In addition could I receive my husband's SSI also?

The Government Pension Offset (GPO) provision also applies regardless of where you are living, so it sounds like any Social Security spousal or widow's benefits that you may qualify for would likely be offset by 2/3rds of the amount of your teacher's pension (https://www.ssa.gov/pubs/EN-05-10007.pdf).
