Hi. Possibly, assuming that they are at least age 60 (or at least 50 & disabled) and either unmarried or they married after age 60 (https://www.ssa.gov/OP_Home/handbook/handbook.04/handbook-0403.html). However, at least some of their benefits would likely need to be withheld if they earn $20,000 this year and if they won't reach full retirement age (FRA) by the end of the year. Social Security exempts the first $18,960 of a person's 2021 earnings if they will be under FRA for the entire year, but withholds $1 of their benefits for each $2 that they earn in excess of that amount. A higher exempt amount applies for people who reach FRA during the calendar year (i.e. $50,520 in 2021), and there's no limit on earnings once a person reaches FRA.
