How do I get back all of my premiums from 2016 to current

Hi. I assume that you're referring to Medicare premiums, and you can't get a refund of those premiums unless something unusual was involved. For example, on occasion people pay duplicate Medicare premiums when they pay premiums out of pocket and Social Security withholds premiums from their Social Security benefits for the same month(s). In those cases, people can get a refund of the excess premiums they paid. But, you can't simply decide to opt out of Medicare retroactively and get a refund of your past Medicare premiums.
