What does social security mean by exceptions to deemed filing for disability and survivor benefits?
“Deemed filing also does not apply if you receive spouse's benefits and are entitled to disability”
It appeared to me that this was a loophole for SSD recipients to convert at FRA??

Hi. People are allowed to apply just for Social Security disability (SSDI) benefits without being deemed to also be filing for spousal or survivor benefits at the same time (https://secure.ssa.gov/apps10/poms.nsf/lnx/0200204035). However, deeming has nothing to do with the fact that SSDI benefits automatically convert to Social Security retirement benefits when a person reaches full retirement age (FRA). And, there is no way to decline or opt out of the conversion.
