What Does The Notice I Received Mean?

I am 65 years old and I have been on Social Security since I'm 62 I got a letter saying the state of Pennsylvania will no longer pay for my Medicare Part D as of November 2016 I will have to start paying it as of December 2016 I just received the letter today and it's I'm fine with that but the thing I received a letter saying I will receive my January payment around February 3rd where I usually get my Social Security January 3rd does that mean I will not get a check in the month of January I'm not sure how they can do that how do I pay my rent and my other bills that is my only source of income or do they always hold them so really when I get my January check on the 3rd it's really for December or are they just holding a month because they have changed I'm not sure if I should go down to the Social Security building or not

I can't be sure, but it doesn't sound to me like there will be any interruption in your payments, other than the Part D withholding. Social Security benefits are always paid a month behind, so the payments for December come in January, and the payments for January come in February, and so on. If you normally receive your checks on the 3rd of the month, I would assume that you'll get your payment for December on January 3rd as usual. If you don't, of course, then you'd want to contact Social Security.
