Would I Be Eligible To File On My Deceased First Husband's Record?

I am 70 and I am not eligible to file on my husband as, I worked for the state, would I be eligible to file on my first spouse who is deceased.

Assuming that you are currently married, you couldn't be eligible for benefits on a prior spouse's record unless you were age 60 or older when you married your current husband (https://www.ssa.gov/OP_Home/handbook/handbook.04/handbook-0406.html).
