You can start the application process any time now, and you'll probably want to do it sooner rather than later. It often takes a month or more to get an appointment with Social Security.

When you do apply, you should select March 2017 as your month of election to begin benefits. Social Security will consider you to be age 70 for the entire month of March for benefit purposes. Social Security pays benefits a month behind, so you should receive your payment for March in April.
